Ms. Smith has consulted with the NH courts. She has been involved with the development, training and implementation of the Children and Youth in Court protocols and the APPLA protocols for the NH Court Improvement Project. Kelly was also involved in the writing of the New Hampshire adoption law and the protocols related to abuse and neglect cases and permanency planning. She is often requested to consult on permanency planning for abused and neglected children.
